The Harmonized Index of Consumer Prices (HICPs) "Administered Prices (AP)" attempts to identify governmental influence on the prices of goods and services. For a Harmonized Index of Consumer Prices (HICPs) to be included in the Administered Price (AP) category, more than 50% of its underlying items must be either directly set or heavily influenced by a governmental body or regulator (whether national, regional, or local). There are two types of Administered Prices as defined by Eurostat. Fully Administered Prices (APFULL) includes those that are directly set by the government. Examples include local public transportation charges, education fees, theater tickets, waste collection, childcare, and fees for administrative documents. Mainly Administered Prices (APMAIN) covers the prices of goods and services over which the government or regulator has significant influence. These may include prices that require approval or permission by national regulatory authorities for their change. The influence of the national regulator's decisions could be direct (on retail prices) or indirect (via wholesale prices). However, the regulator must have a significant influence on the consumer price. This index does not provide an exact measure of the development of administered and non-administered prices. The Harmonized Index of Consumer Prices category "All-Items excluding Fully Administered Prices (00XAPFULL)" excludes Fully Administered Prices (APFULL) from the HICP for All-Items. For a Harmonized Index of Consumer Prices (HICPs) to be included in the Administered Price (AP) category, more than 50% of its underlying items must be either directly set, or heavily influenced by a governmental body or regulator (whether national, regional, or local). There are two types of Administered Prices as defined by Eurostat. Fully Administered Prices (APFULL) includes those that are directly set by the government. Examples include local public transportation charges, education fees, theater tickets, waste collection, childcare, and fees for administrative documents. Mainly Administered Prices (APMAIN) covers the prices of goods and services over which the government or regulator has significant influence. These may include prices that require approval or permission by national regulatory authorities for their change. The influence of the national regulator's decisions could be direct (on retail prices) or indirect (via wholesale prices). However, the regulator must have a significant influence on the consumer price. This index does not provide an exact measure of the development of administered and non-administered prices. For some European Union Member States, HICPs items considered for inclusion in the administered prices subcategory are supplied by National Statistical Institutes, while with other European Union Member States, these are provided by National Central Banks. The Harmonized Index of Consumer Prices category "Restaurants, cafés, and the Like (11.1.1)" is a classification of services that includes catering services (meals, snacks, drinks, and refreshments) provided by restaurants, cafés, buffets, bars, tea-rooms, etc.; places providing recreational, cultural, sporting or entertainment services: theaters, cinemas, sports stadia, swimming pools, sports complexes, museums, art galleries, night clubs, dancing establishments, etc.; on public transport (coaches, trains, boats, airplanes, etc.) when priced separately; the sale of food products and beverages for immediate consumption by kiosks, street vendors and the like, food products and beverages dispensed ready for consumption by automatic vending machines; the sale of cooked dishes by restaurants for consumption off their premises; the sale of cooked dishes by catering contractors whether collected by the customer or delivered to the customer's home; and tips. The Harmonized Index of Consumer Prices category "Jewelry, Clocks, and Watches (12.3.1)" is a classification of durable goods that includes precious stones and metals and jewelry fashioned out of such stones and metals; costume jewelry, cuff-links and tie-pins, clocks, watches, stop-watches, alarm clocks, travel clocks, and repair of such articles. This category excludes ornaments (05.1.1) or (05.4.0); radio clocks (09.1.1), precious stones and metals and jewelry fashioned out of such stones and metals acquired primarily as stores of value (capital formation, not covered by HICP).
