The Harmonized Index of Consumer Prices category "All-Items Excluding Administered Prices (00XAP)" excludes Administered Prices (AP) from the HICP for All-Items. For a Harmonized Index of Consumer Prices (HICPs) to be included in the Administered Price (AP) category, more than 50% of its underlying items must be either directly set, or heavily influenced by a governmental body or regulator (whether national, regional, or local). There are two types of Administered Prices as defined by Eurostat. Fully Administered Prices (APFULL) includes those that are directly set by the government. Examples include local public transportation charges, education fees, theater tickets, waste collection, childcare, and fees for administrative documents. Mainly Administered Prices (APMAIN) covers the prices of goods and services over which the government or regulator has significant influence. These may include prices that require approval or permission by national regulatory authorities for their change. The influence of the national regulator's decisions could be direct (on retail prices) or indirect (via wholesale prices). However, the regulator must have a significant influence on the consumer price. This index does not provide an exact measure of the development of administered and non-administered prices. For some European Union Member States, HICPs items considered for inclusion in the administered prices subcategory are supplied by National Statistical Institutes, while with other European Union Member States, these are provided by National Central Banks. The Harmonized Index of Consumer Prices (HICPs) "Administered Prices (AP)" attempts to identify governmental influence on the prices of goods and services. For a Harmonized Index of Consumer Prices (HICPs) to be included in the Administered Price (AP) category, more than 50% of its underlying items must be either directly set or heavily influenced by a governmental body or regulator (whether national, regional, or local). There are two types of Administered Prices as defined by Eurostat. Fully Administered Prices (APFULL) includes those that are directly set by the government. Examples include local public transportation charges, education fees, theater tickets, waste collection, childcare, and fees for administrative documents. Mainly Administered Prices (APMAIN) covers the prices of goods and services over which the government or regulator has significant influence. These may include prices that require approval or permission by national regulatory authorities for their change. The influence of the national regulator's decisions could be direct (on retail prices) or indirect (via wholesale prices). However, the regulator must have a significant influence on the consumer price. This index does not provide an exact measure of the development of administered and non-administered prices. For some European Union member states, HICPs items considered for inclusion in the administered prices subcategory are supplied by National Statistical Institutes; for other European Union member states, these are provided by national central banks. The Harmonized Index of Consumer Prices category "Equipment for Sport, Camping, and Open-Air Recreation (09.3.2)" is a classification of semi-durable goods that includes gymnastic, physical education, and sport equipment such as balls, shuttlecocks, nets, rackets, bats, skis, golf clubs, foils, sabres, poles, weights, discuses, javelins, dumb-bells, chest expanders, and other body-building equipment; parachutes and other sky-diving equipment; firearms and ammunition for hunting, sport and personal protection; fishing rods and other equipment for fishing; equipment for beach and open-air games such as bowls, croquet, frisbee, volleyball and inflatable boats, rafts, and swimming pools; camping equipment such as tents and accessories, sleeping bags, back-packs, air mattresses and inflating pumps, camping stoves, and barbecues; repair of such articles; game-specific footwear (ski boots, football boots, golfing shoes, and other such footwear fitted with ice skates, rollers, spikes, studs, etc.), protective headgear for sports; and other protective gear for sports such as life jackets, boxing gloves, body padding, shin-guards, goggles, belts, supports, etc. This category excludes crash helmets for motor cycles and bicycles (03.1.3), and camping and garden furniture (05.1.1).
